About this file

This document is a Seller Standard Operating Procedure (SOP) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides vendors with step-by-step instructions for submitting quotes for the Canine Safety Kits micro purchase opportunity in Pennsylvania. Sellers must quote all items to be eligible for award, as the contract will be awarded as a whole or by line item, whichever serves the City's best interest. The contract term extends from July 1, 2026, through June 30, 2028. Vendors are instructed not to deliver products or provide services until receiving formal notification from the department.

The submission process requires vendors to complete multiple tabs within the PHLContracts system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. All sellers must maintain an executed Consent & Authorization form in their vendor profile prior to quote submission; quotes without this documentation will not be considered. Additional requirements include selecting Local Business Entity (LBE) certification status, entering unit costs for each item, answering mandatory questions, accepting terms and conditions, and optionally submitting the LGBTQ Applicant Opportunity Data Form. The award will be made to the lowest responsive and responsible bidder, with all validation warnings resolved before final submission on the PHLContracts.phila.gov platform.
