About this opportunity

The County of San Mateo is requesting proposals for Cancer Registry Services to support San Mateo Medical Center (SMMC), a public hospital and clinic system, with proposals due October 2, 2026 at 1:00 p.m. via the eProcurement portal. San Mateo County's Procurement Preference for Local Businesses and Local Non-Profits Ordinance applies, providing preferences of 5 to 10 percentage points to local entities, with additional preferential points for small and micro businesses.

The scope includes casefinding, medical record review, case abstraction and coding, data entry and maintenance using facility-provided CNext software, quality review and validation, and timely submission of reportable cases to the California Cancer Registry. The anticipated casefinding volume is approximately 1,000 patient records annually. The selected contractor will assume full responsibility for the cancer registry workflow without requiring facility staff to perform routine casefinding, abstraction, coding, or submission activities.

Minimum qualifications require personnel with three to five years or more of Cancer Registry experience and appropriate Oncology Data Specialist (ODS) or Certified Tumor Registrar (CTR) credentials. Proposers must be legally authorized to do business in California and registered with SAM. The contract term is three years. Vendors may propose per-case, per-review, hourly, monthly, annual fixed, or combined pricing methodologies; all fees, minimum charges, and supporting productivity assumptions must be clearly identified.

Required insurance includes General Liability ($1 million per occurrence), Professional Liability ($1 million per occurrence / $3 million aggregate), and Cyber Liability ($5 million per occurrence for Privacy and Network Security). The contractor must comply with HIPAA Business Associate requirements, the County's Living Wage Ordinance (currently $17.00 per hour, adjusted annually by CPI-U capped at 3.5%), the County's Vendor/Contractor Access Policy, the Corporate Compliance Code of Conduct, and Section 504 of the Rehabilitation Act.

Evaluation criteria are weighted at 110 total points: Project Approach (30 points), Firm Qualifications (25 points), Team Qualifications (20 points), and Price (25 points), plus potential preferential points of 0–10 based on local business status. Questions are due September 11, 2026. No pre-proposal conference or site visit is scheduled.
