About this opportunity
Palm Beach County's Purchasing Department, on behalf of Palm Tran (the county's mass transit provider serving approximately 1.5 million residents across 590 miles of bus routes with over 3,200 bus stops), issued Request for Proposal No. F-23-010/LI for the design, manufacture, delivery, and storage of bus stop shelters and amenities. The procurement sought proposals for shelter structures in six modular sizes (ranging from 4'x8' to 7'x16'), bus stop sign poles, solar lighting systems, benches, USB charging ports, digital displays (13", 32", and 42"), trash receptacles, bike racks, and advertising panels, with all amenities required to be ADA compliant and comply with Buy America requirements. The solicitation established minimum and maximum purchase quantities over the base 36-month contract period (June 1, 2023 through May 31, 2026), including examples such as 30-300 bus stop sign poles, 60-1,800 digital displays, 50-300 bus shelters in various configurations, and 10-1,800 benches. Proposals were evaluated based on experience and qualifications (30%), project approach and understanding (50%), key personnel and operations (10%), and price (10%), with all pricing required to be provided on an FOB destination basis including shipping, delivery, and storage. The contractor was required to provide written warranties of at least 10 years on materials and workmanship, with specific warranty periods for solar components (batteries 5 years, solar panels 20 years, LEDs 20 years). Original proposal deadlines and key milestones were amended twice—initially scheduled for January 25, 2023, then extended to February 8, 2023, and finally to February 22, 2023 at 4:00 p.m. local time, with a non-mandatory pre-proposal conference held on January 5, 2023.
The procurement was restricted to vendors meeting Federal Transit Administration (FTA) compliance requirements, including Davis-Bacon prevailing wage requirements, Equal Employment Opportunity provisions, Contract Work Hours and Safety Act compliance, debarment and suspension certifications, and restrictions on lobbying. Proposers were required to demonstrate financial stability through balance sheets, tax returns, or bank references and maintain criminal history clearance eligibility under Palm Beach County ordinances. The project was funded entirely or in part by the Federal Transit Administration (FTA), which imposed compliance with all federal terms and conditions. The county reserved the right to award the contract to one or more vendors based on commodity categories and to reject any or all proposals. However, this RFP was cancelled in its entirety on February 13, 2023, by the Palm Beach County Board of County Commissioners pursuant to Palm Beach County Code, Chapter 2, Article III, Section 2-54(c)(5), with notification that a reissue would be made available through the Purchasing Department's Vendor Self Service System. No specific budget range or award value was disclosed in the procurement documents.
