About this opportunity

The Township of Franklin, Somerset County, New Jersey, is requesting sealed bids for Canal Road resurfacing (Contract #B26-017-ENG) with bids due September 22, 2026, at 11:00 a.m. Contractors must comply with New Jersey Prevailing Wage Act requirements and obtain Public Works Contractor Registration Certificates prior to award.

The scope encompasses milling of bituminous concrete to prescribed depth and profile across the full width (approximately 31,600 square yards at 2-inch depth), placement of hot mix asphalt surface course (4,100 tons of 9.5M64), and thermoplastic traffic markings (32,163 linear feet of white 6-inch lines plus 35 linear feet of stop bar markings). A test strip of approximately 500 square yards must be constructed prior to milling operations to verify machine and drum speed parameters and cutting depth. The milling machine must be self-propelled with variable operating speeds, automatic grade controls (stringline or ski type reference system except at intersections), and immediate replacement of broken or unevenly worn teeth. Traffic control totaling 100 man-hours is required at the established rate of $83.00 per officer per hour for Franklin Township Police Department traffic directors, with all work performed within Township hours of 9:00 a.m. to 3:30 p.m.

This is a firm fixed-price contract with no price escalation; asphalt price adjustment provisions of N.J.S.A. 40A:11-16(d) apply. The contract completion period is 60 days from the Notice to Proceed. Bidders must submit a certified check, cashier's check, or bid bond equal to 10 percent of the total bid price (not to exceed $20,000) and a Consent of Surety certificate confirming ability to provide a Performance and Payment Bond for 100 percent of the contract amount, plus a one-year maintenance bond of 10 percent. Payment is made monthly at 98 percent of completed work with 2 percent retainage released upon final acceptance. Drawings and specifications are available beginning September 9, 2026, at the Purchasing Administrator's office and on the Township website at https://www.franklintwpnj.org/.

Opportunity text

Description: Milling of Bituminous Concrete shall consist of the removal of Bituminous Concrete surface and base course to the prescribed depth, profile and cross slope. Full width 2 depth milling shall be performed, unless otherwise specified. Equipment: The milling machine shall be a self-propelled planning, grinding and cutting machine with variable operating speeds, capable of removing Bituminous Concrete without the use of heat. The milling machine shall be equipped with automatic grade controls. The reference system may be either stringline or ski type. Use of automatic grade controls will be required except at intersections and other locations where it is not practical. Teeth in the milling drum that become dislodged, broken or unevenly worn shall be replaced immediately with the teeth of the same length as the remaining teeth in that row. Construction Requirements: A test strip of approximately 500 square yards shall be constructed within the proposed limits of milling prior to commencement of the milling operations. The test strip shall be used to determine the machine and drum speed operation which will produce the proper surface texture and when profile milling is called for, to determine the cutting depth required to remove ruts and transverse corrugations.
