About this opportunity
Texas Southern University is requesting sealed bids on campus-wide restroom renovations across three buildings (Martin Luther King, Paige, and School of Public Affairs, totaling 16 restrooms) under ITB #717-26-760, with proposals due August 13, 2026 at 11:00 a.m. Central Time. A VETHUB (Veterans Heroes United in Business) Subcontracting Plan is mandatory for this contract. A pre-bid meeting and site walkthrough will be held July 22, 2026 at 10:00 a.m. at the General Services Building.
The scope encompasses demolition, architectural renovations, ceramic tile and flooring installation, drywall, painting, toilet partitions and accessories, plumbing fixtures, water and sanitary piping modifications, HVAC modifications, electrical demolition and LED lighting installation, power modifications, ADA/TAS accessibility upgrades, firestopping, final cleaning, and testing and commissioning. Detailed MEP specifications at 100% Construction Documents stage cover plumbing, mechanical, and electrical systems with comprehensive material, installation, and quality assurance requirements aligned with ASME, AWS, MSS SP, ASTM, and NSF standards. Contractors must maintain as-built drawings on-site with weekly updates and submit detailed product-data submittals.
Bidding must be submitted on a lump-sum basis for each individual restroom with separate alternative pricing for four optional items: light fixture replacement, ceiling tile and grid system removal, toilet partition and urinal screen removal, and door signage removal and surface preparation. Firm pricing must be guaranteed for ninety days; bidders must certify a fixed maximum escalation percentage for initial and subsequent contract terms, defaulting to zero percent if not specified. Bids exceeding $100,000 require submission of the State of Texas House Bill 1295 Certificate for Interested Parties (unless the bidder is publicly traded). Contractors must be licensed to perform work in Texas, demonstrate experience with occupied building renovations, and maintain all required insurance and bonding. Award will be determined based on best value considering proposed costs, contractor stability and business success, quality and reliability of services, delivery terms and transition plans, and indicators of probable contractor performance. Inquiries are due July 24, 2026 by 12:00 p.m. Central Time.
