Phase 1 construction documents will be furnished to the selected design-builder following selection; design services commence Winter 2022 with construction documents completed by Summer 2023, and construction start is contingent on funding availability.
The Guaranteed Maximum Price is estimated at $2.675 million, with a preliminary stated cost limitation of $2.5 million subject to revision. The contract utilizes a cost-plus delivery method with a fixed fee structure capped at the GMP. The award contract amount to DSI Design + Construction, Inc. was $538,181.
Minimum qualifications require current Georgia General Contractor licensure, bonding capacity of $10.1 million, liability insurance with limits of $1 million per accident for bodily injury and $2 million per accident / $10 million aggregate for property damage, a current ratio of 1.0 or higher, and an Experience Modification Rate of 1.2 or less. A mandatory pre-proposal site visit for shortlisted firms was scheduled for October 24, 2022. Finalist interviews were conducted November 17, 2022.
Step I evaluation emphasizes firm stability (25%), relevant project experience and qualifications (45%), and suitability for project type (30%). Step II emphasizes previous performance (15%), proposed team experience (20%), management plan quality (15%), interview methodology (25%), and team communications / project solutions (25%). The project incorporates sustainable design principles consistent with the Energy Efficiency & Sustainable Construction Act.
