About this opportunity

The Iowa Department of Natural Resources is soliciting unit-price bids for a campground restroom replacement at Pikes Peak State Park in McGregor, Clayton County, under a Competitive Quotation (Minor) Public Improvement Contract, with bids due November 19, 2026 at 3:00 p.m. Bids must be submitted electronically to constructionbids@dnr.iowa.gov, and a mandatory site visit is required before bidding. The source lists Clinton County (FIPS 19045) as the jurisdiction, while the work is in Clayton County. The plans specify a prefabricated concrete vault restroom building (single pit, right entry model) manufactured by Huffcutt Concrete Inc., a named-manufacturer requirement that bidders must price.

Scope includes removing an existing sidewalk, one tree stump, and one vault restroom building; backfilling the void with modified subbase; and installing a new vault restroom with an electrical service connection, reinforced concrete sidewalk, and an ADA parking space with painted markings and a concrete parking bumper. Site grading, erosion control, seeding, and crushed stone stockpiling are also included. Stated quantities include 146 tons of modified subbase for backfill, 27 tons under new pavement, 32 tons of Class A crushed stone base, 57 square yards of reinforced PCC pavement, and 9 square yards of reinforced PCC sidewalk. The electrical connection requires a licensed electrician, and the State Fire Marshal may inspect it. Stump cutting is permitted only between October 1 and March 31, and construction operates Monday through Thursday.

Payment is made per unit across 19 line items based on actual quantities. The contract allows 20 working days, Monday through Thursday only, with an approximate start of May 3, 2027. A preconstruction conference is set for 10:00 a.m. on February 1, 2027. Required coverage includes a performance bond equal to 100 percent of the contract price and public liability and property damage insurance with minimum limits of $250,000 per occurrence and $500,000 aggregate. The contractor must obtain NPDES Stormwater Discharge Permit (DNR General Permit No. 2) before starting work. Liquidated damages are $1,000 per calendar day for completion delays. The Department may withhold up to 3 percent of payments under Iowa Code Chapter 573, and the contractor warrants all work for one year from final acceptance. Offers remain valid for 45 days from the proposal deadline. Award goes to the lowest responsive, responsible bidder.
