About this opportunity
The State of Maine, Division of Purchases, is soliciting bids for campground maps covering Cobscook, Lily Bay, and Lamoine State Parks, with quotes due April 28, 2011 at 2:00 p.m. local time. A recycled content preference applies: bids offering paper products with a minimum of 30% post-consumer recycled content that fall within 10% of the lowest compliant bid may receive up to a 10% price preference.
The scope covers printed maps depicting campground layouts, facilities, and amenities for three parks. Lily Bay State Park map shows 246 campsites across Dunn Point and Rowell Cove campgrounds with site classifications from small tent sites (up to 20 feet) through extra-large (up to 35 feet) and walk-in sites; amenities include restrooms, shower facilities, boat launches, trash areas, water stations, and trail systems. Cobscook Bay State Park contains over 120 campsites in similar classifications plus group camping areas, with facilities including shower facilities, playground, Adirondack shelters, and scenic overlooks. Lamoine State Park map includes comparable campsite categories and facilities plus a treehouse facility and Frenchman Bay Loop Trail.
All paper and paper products must meet certified wood products requirements: bidders must specify post-consumer recycled fiber content and certified virgin fiber content percentages, provide chain of custody certification or equivalent proof, and identify third-party certification labels. Acceptable certifiers include the Forest Stewardship Council, Sustainable Forestry Initiative, American Tree Farm System, Programme for the Endorsement of Forest Certification affiliates, and Master Logger Certification Program. The State will consider a price premium of up to 4 percent above the lowest bid for products with 100 percent post-consumer recycled or certified virgin fiber content.
Electronic submission is required. Unit prices must be quoted separately for each item and include all discounts and delivery to destination. Prices exclude state and federal sales taxes. Awards will be made to the lowest responsible bidder based on best value, considering quality, conformity to specifications, delivery dates, and ultimate cost. The contract carries a three-year maximum term with the State Purchasing Director retaining extension rights. Contract overruns do not exceed 3 percent of the bid amount.
