About this opportunity

The Iowa Department of Public Defense is soliciting professional services for an upgrade to the USFilter controller and operator interface at the Camp Dodge Lift Station (Project #19084319), with proposals due October 28, 2026. All materials and components are subject to Build America Buy America (BABA) requirements, with exceptions requiring written approval from the Camp Dodge contracting officer.

The scope requires supply, fabrication, installation, and programming of a complete control panel retrofit into the existing enclosure. Primary control components include an Allen Bradley 5069 CompactLogix PLC with I/O modules, a 7-inch color touch screen operator interface, a 120V UPS system, a 24VDC power supply, and network switching equipment. The vendor must also supply and install a Modbus gateway for connection to federal monitoring systems, new radio telemetry systems with an Arista radio transceiver and Yagi antenna, door-mounted pilot devices with selector switches and indicator lights, and new submersible level transducers. The vendor is responsible for complete control panel design with engineering submittals, full fabrication and wiring, PLC and operator interface programming and testing, on-site installation labor and materials, system programming coordination with the existing Water Plant SCADA and radio communication system, operator training, and one callback visit during the first year for programming changes or additional training. The scope explicitly excludes modifications to power distribution equipment (which will remain functional on the left side of the existing enclosure), replacement of float switches, and any system modifications monitored by Camp Dodge.

Bidders must submit numerical bids through the IMPACS event system along with supporting documentation. The issuing officer is Philip Payton, 515-975-6211, philip.payton@dpd.iowa.gov.
