About this opportunity

Washington Military Department is requesting proposals for stormwater infrastructure inspections, cleaning, and repair services at Camp Murray and the Seattle Readiness Center under RFP27-011, with proposals due October 12, 2026 and a pre-bid conference on September 2, 2026 at 2:30 PM PDT via Microsoft Teams.

The scope encompasses catch basin inspection and cleaning, stormwater conveyance system cleaning, outfall inspection and repair, treatment vault inspection and cleaning, and minor stormwater infrastructure repairs with waste disposal in compliance with applicable regulations. Work is performed at two locations spanning Kitsap County and Pierce County, with general operating hours Tuesday through Friday, 7:00 AM to 4:30 PM, though off-hours work is available with one week advance notice.

The contract is structured as not-to-exceed, hourly billed services on an as-needed basis. The Washington Military Department anticipates services not to exceed $200,000 per year. The initial term is 12 months with four optional 12-month renewal periods, allowing a potential five-year engagement. Bidders must submit a completed bid sheet identifying all employee positions, hourly rates (including all costs such as travel), and estimated percentage of hours per position category; pricing evaluation uses a weighted average hourly rate formula compared to the lowest bidder.

Evaluation criteria (375 total points) include bid responsiveness and responsibility (pass/fail), performance requirements (100 points), proposed statement of work (75 points), bid sheet (100 points), and previous projects of similar experience (50 points). State procurement priorities contribute up to 30 combined points maximum across Washington Small Business status (up to 30 points) and Washington Veteran-Owned Business certification (up to 30 points), plus Executive Order 18-03 compliance (20 points). Bidders must comply with diverse business inclusion plans for subcontractors, register with the Washington Secretary of State and Department of Revenue, and register with SAM.GOV. Monthly subcontractor payment reporting through the Access Equity system is required. Questions are due September 9, 2026 at 5:00 PM PDT, with the apparent successful bidder anticipated to be announced by October 31, 2026.
