About this opportunity

The City of Cleveland's Mayor's Office of Capital Projects, in coordination with the Department of Parks & Recreation, is requesting proposals for professional strategic planning consulting services to develop a Master Plan for Camp George L. Forbes, a 33-acre residential youth camp in Highland Hills, Ohio, with proposals due July 15, 2026 at 12:00 p.m.

The City requires a good-faith effort commitment to achieve 10% Certified Cleveland Area Small Business (CSB) participation of the total contract amount, and the consultant team must include a local component to facilitate timely response to on-site matters.

The scope encompasses three primary stages: Baseline Assessment & Analysis, Scenarios & Strategic Direction, and Capital, Financial Model & Funding Strategy. The deliverables include an actionable, phased implementation roadmap designed for a 10–15 year horizon that defines Camp Forbes' role within the City's recreation system and establishes a framework for operational and capital decision-making. The consultant must commence work immediately upon contract execution and deliver the final Master Plan within one year from the Notice to Proceed. The total professional services fee allowance is $100,000, inclusive of reimbursable expenses, with hourly rates required for principal, primary staff, and administrative support classifications; all rates are non-adjustable during the contract period.

A non-mandatory pre-proposal conference will be held June 25, 2026 at 12:30 p.m., followed by an optional site visit at 2:00 p.m. the same day. Questions are due July 1, 2026 at 12:00 p.m., with responses due July 8, 2026. Evaluation criteria are weighted as follows: quality of proposal (15%), credentials of key personnel (25%), demonstrated ability on relevant projects (20%), compensation (10%), proposed schedule (10%), and OEO compliance (20%). Professional liability insurance with limits of not less than $1,000,000 per occurrence, workers' compensation, and general liability coverage are required. The City reserves the right to contract for individual stages or phases and to terminate future phases pending outcomes of prior work.
