About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office, Division of Engineering and Facilities, is requesting quotes for West Pond sediment remediation at the Pringle Training Site near Camp Dawson in Kingwood under CRFQ 0603 ADJ2700000004, with bids due August 4, 2026 at 1:30 p.m. EST and a mandatory pre-bid meeting and site visit on July 23, 2026 at 10:00 a.m. EST.
The scope encompasses sediment removal from West Pond, inspection and repair of the drainage standpipe, riprap restoration around the standpipe, and confirmation that all drainage structures are free of sediment upon completion. The work includes demolition and removal with erosion and sedimentation control, grading with topsoil stripping and redistribution to a minimum six-inch depth, and seeding within 15 days of completion. Earthwork fill must be placed in maximum eight-inch compacted lifts at 98 percent density per ASTM D698, with finish grade tolerances of 0.10 feet. The project disturbs more than five acres and requires compliance with West Virginia Department of Environmental Protection's General NPDES Permit. Storm drainage piping must be 12-gauge Type II aluminized corrugated metal pipe. Cut and fill slopes are limited to 3:1 maximum ratios. The contractor must locate and mark utilities, coordinate disconnections, protect designated trees and structures, obtain all permits, and submit as-built plans to DEP upon completion.
The contract is structured as a fixed-period project with a one-year warranty on all parts, labor, and materials. Pricing must be submitted as a lump-sum base bid including all federal and state taxes. Required bonds are 5 percent bid bond, 100 percent performance bond, and 100 percent labor/material payment bond, all due prior to award. Contractors must hold a valid West Virginia contractor's license, provide proof of workers' compensation insurance, maintain commercial general liability insurance, and submit a drug-free workplace affidavit. Local labor market hiring requirements mandate at least 75 percent of employees from the local labor market area. Liquidated damages are $1,500 per day for delays plus $1,250 for Staff Judge Advocate review if work is not completed by the contract completion date. Award is contingent upon receipt of federal funding. Vendor technical questions are due July 28, 2026 at 11:00 a.m. EST. Submitted pricing must remain firm for 90 days from bid opening.
