About this opportunity
The Colorado Department of Corrections is soliciting documented quotes under DQ 2027000154 for cameras, accessories, and components to upgrade the security camera system at Limon Correctional Facility, with written inquiries due November 6, 2026 at 2:00 p.m. Mountain Standard Time and quotes due November 13, 2026 at 4:00 p.m. Mountain Standard Time via bidnetdirect.com/cdoc. Bidders must be registered in CORE and with Bidnet Direct. Quotes received after the deadline are unacceptable.
The solicitation seeks Avigilon cameras and related equipment, though bidders may submit equivalent products subject to CDOC approval. Exhibit D prices five 8MP H6A bullet cameras with 4.4–9.3mm lenses, six 4MP H5A 360-degree panoramic cameras, eight Gigabit 802.3bt 60W Power-over-Ethernet injectors, ninety Unity Enterprise camera channels, and NPT adapters and a wall mount. Additional camera equipment not listed may be requested by any DOC facility during the award period. The awarded vendor delivers the equipment and addresses functionality issues. Exhibit A assigns installation to CDOC staff, while the solicitation requires pricing to include installation fees. Pricing must be all-inclusive, with no separate shipping, surcharges, or taxes. Vendors must give at least three calendar days' written notice of delivery delays, and failing to deliver on three separate occasions may disqualify a vendor from future solicitations for three years or indefinitely.
Bidders must submit Exhibits A through G, including the Vendor Information form, W-9, Price Quote, Contract Performance Outside the US or Colorado disclosure, Non-Conflict of Interest certification, and Consent to Search. Bidders must confirm Secretary of State registration or commit to registering before contract execution. Insurance requirements include commercial general liability of $1 million per occurrence and aggregate, protected information coverage of $1 million per occurrence and $2 million aggregate, and professional liability and crime coverage where applicable, all from carriers rated A or better with a financial size of VII or better. Certificates are due within seven business days after the effective date. The awardee must complete a CDOC Enhanced Criminal Background Investigation within 30 days of award. Addendum 1's IT and data-security terms, including NIST SP 800-53 compliance and U.S.-only data residency, apply if any part of the contract involves IT services. Addendum 2's federal provisions apply if federal funds support the contract.
The resulting purchase order is a one-time purchase with up to four additional one-year renewals, not to exceed five years, contingent on CDOC discretion and available funding. No order quantities or dollar amounts are guaranteed. Pricing is firm during the initial term, with an optional annual increase not to exceed 2.5% per fiscal year subject to mutual agreement.
CDOC will award to the responsible bidder whose acceptable quote is most advantageous to the State. Price and cost are the primary consideration, followed by sample quality and delivery lead time. CDOC may consider past performance and may award multiple bidders. CDOC will post responses to inquiries by November 9, 2026, and estimates a Notice of Intent to Award on November 17, 2026. The purchase order start date is December 1, 2026, or upon completion of evaluation and execution of the purchase order.
