About this opportunity
Camden County Board of Commissioners is seeking comprehensive mosquito control services for its public works department, covering approximately 781 square miles with 877 treatable road miles. The Request for Proposal (RFP) requires an integrated pest management approach that includes inspection and surveillance of mosquito larvae and adults, chemical and biological control methods, disease surveillance for West Nile Virus and encephalitis, and public education programs. Contractors must provide annual treatment of approximately 6,000-7,000 miles via vehicle-mounted sprayers and treat an estimated 33.5 million square feet with larvicide. Required qualifications include employing state-licensed and trained staff, maintaining vehicles with GPS tracking, providing a local business phone number, and ensuring 24/7 manager availability. Evaluation criteria will assess price (25 points), company/personnel experience (30 points), project understanding (25 points), references (10 points), and equipment (10 points). Key deadlines include a November 21, 2025 deadline for questions, November 26, 2025 for answers, and the proposal submission deadline of December 4, 2025 at 2:00 PM EST, with a public proposal opening at the Camden County Historic Court Room.
The procurement does not specify specific set-aside designations for disadvantaged enterprises, but Camden County provides equal opportunity for all businesses and does not discriminate based on race, color, religion, sex, age, national origin, handicap, or veterans status. Contractors must submit a 5% bid bond based on the total annualized contract price and provide 100% Performance and Payment Bonds prior to the Notice to Proceed. Required insurance includes $500,000 per occurrence and $1,000,000 aggregate general liability, $500,000 automobile liability, and statutory workers' compensation. The initial contract term is twelve months beginning March 1, 2026, with options for up to four additional twelve-month renewals, not exceeding five years total. Pricing will be structured as an annualized base fee with monthly amortization, supplemented by additional services including per-acre aerial treatment and per-mile ground treatment rates. While a specific budget range is not explicitly stated, contractors must submit option year pricing as across-the-board percentage increases, and all chemicals will be reimbursed at cost with monthly invoiced submissions.
