About this opportunity
The City of Pasadena is seeking qualified residential property inspectors to support acquisition and disposition of a real estate portfolio comprising approximately six vacant single-family or duplex properties, with proposals due November 6, 2026.
The scope involves comprehensive residential property inspections including structural assessments and systems evaluations to inform real estate transactions. Inspectors must comply with FEMA emergency technical assistance standards for inspection protocols, documentation, and reporting procedures. Relevant experience with projects of similar scope and size is required; bidders must document five previous projects with detailed descriptions, owner contact information, and dates via the Relevant Experience Form.
Required certifications and licenses include a Pasadena Business License and State of California Department of Industrial Relations certification for public works projects. Bidders must submit a Unique Entity Identifier (UEI) from SAM.gov; failure to provide the 12-character UEI results in non-responsiveness. For services or labor valued at $25,000 or more, bidders must complete a Project Workforce Utilization form identifying job classifications, staffing levels, new hires, and Pasadena resident employment.
Submission requirements are extensive. All bids must include completed vendor questionnaires, affidavits of equal opportunity employment and non-segregation, workforce utilization forms, signature pages, a non-collusion declaration under penalty of perjury, a Disqualification Disclosure under California Public Contract Code Section 10162, a Conflict of Interest disclosure, a Federal Required Certification (44 C.F.R. Part 18) affirming no federal funds will influence federal officials, and a Taxpayer Protection Amendment Disclosure identifying all trustees, directors, partners, officers, and individuals holding more than 10% equity or revenue interest. A Department of Information Technology technical questionnaire applies if technology solutions are proposed. Standard Form-LLL (Disclosure of Lobbying Activities) is required if lobbying activities occur.
Delivery is no more than ninety days after receipt of the City purchase order, with payment in 30 days. The Master Services Contract establishes terms governing service delivery, performance standards, insurance, indemnification, compliance with federal and state regulations including prevailing wage requirements where applicable, and contract modification and termination provisions.
