About this opportunity

The City of Pasadena is requesting proposals for residential property appraisal services in connection with acquisition and disposition of approximately six vacant single-family or duplex properties, with proposals due October 15, 2026, at 3:00 p.m. and questions due October 8, 2026, at 3:00 p.m.

Proposers must hold a valid California Real Estate Appraisal License and demonstrate a minimum of five years of professional experience valuing property, including prior experience appraising single-family properties in Pasadena. The scope includes on-site inspections, preparation of "As Is" fair market value appraisals, and Universal Residential Appraisal Reports for properties located in Pasadena. Pricing must be submitted on a per-property basis with lump-sum quotes for two sample properties: 1199 Pasadena Avenue (approximately 6,830 square feet) and 737 Pasadena Avenue (approximately 2,920 square feet). All costs — labor, materials, travel, lodging, overhead, and profit — are included in the per-property price. The City may adjust prices annually based on the Consumer Price Index for Los Angeles-Long Beach-Anaheim, not to exceed the CPI rate.

The initial contract term is three years from execution with two optional one-year extension periods subject to City Manager approval. Proposals are evaluated using weighted scoring: Responsiveness to RFP (15 percent), Background and Experience (45 percent), Cost Proposal via ratio method with lowest bidder receiving maximum points (30 percent), Local Pasadena Business preference (5 points), and Small or Micro-Business certification (5 points). Contracts exceeding $75,000 require City Manager approval; those exceeding $250,000 require City Council approval.

Proposers must obtain a Pasadena Business License if applicable, comply with Living Wage Ordinance requirements for contracts exceeding $25,000, and provide proof of insurance prior to award. Responses must be submitted electronically through the City's eProcurement Portal. Required forms include vendor questionnaire, licenses and certifications, conflict of interest disclosure, disqualification disclosure, designated representatives and key personnel form, and non-collusion declaration.
