2. Agency Background
The Ontario International Airport Authority (OIAA) is a joint-powers authority (JPA) formed between the City of Ontario and San Bernardino County as a public agency in Southern
California. The OIAA Commission consists of five appointed members. The OIAA is the owner and operator of Ontario International Airport (ONT). ONT is a medium hub airport serving more than 6.4 million passengers per year and is a major air cargo facility in Southern California, with more than 750,000 tons being carried to and from the airport each year.
3. Scope of Work
This is the detailed description of the Scope of Work, including objectives, tasks, deliverables, and any specific requirements relevant to this request. Please see the following:
3.1. General Description
OIAA is issuing this Request for Information (RFI) to identify available Earthquake Early Warning
(EEW) system solutions that provide expanded warning capabilities, automated responses and protective actions at Ontario International Airport (ONT). Information received through this RFI will assist OIAA in evaluating available market solutions and developing the scope, technical requirements, specifications, and procurement approach for a potential future Request for
Proposals (RFP), Invitation for Bids (IFB), or other competitive solicitation.
3.2. Information Requested from Respondents
Ontario International Airport is surveying the marketplace for potential vendors that can provide options for consideration for earthquake early warning (EEW) solutions and systems, delivery modes, and/or demonstrations. This is under the California Governor’s Office of
Emergency Services (Cal OES) California Earthquake Early Warning Airport Grant Program.
These applications, products, and/or services would use the USGS ShakeAlert signal to expand the use and application of the California Earthquake Early Warning System (CEEWS) throughout the Airport in two critical areas:
• Alert passengers and employees at the Airport to take action to protect themselves with drop, cover, and hold on (DCHO) before shaking starts via EEW equipment and systems including, but not limited to:
Request For Information #2026-RFI-085 - CALOES Early Earthquake Warning Grant 3 o PA systems, intercoms, alarms, and speakers o ADA message boards o Handheld two-way radios o Voice over Internet Protocol (VoIP) o Visible lights, audible alerts, and fire alarm boxes o Situational awareness notifications to personnel and facilities
• Take automated protective actions by activating or ceasing critical processes before shaking starts to minimize injuries to people and reduce damage to property and infrastructure including, but not limited to:
o Open gates o Slow and/or stop people-moving devices, such as escalators, and move elevators to the nearest floor o Clear and control access points o Throttle valves for gas, water, etc.
o Shut down or turn on industrial systems, such as motorized equipment o De-energize electrical control panels o Monitor pre- and post-earthquake building conditions
These solutions would alert individuals and trigger automatic protective actions to implement life-saving mitigation measures at the Airport. EEW will alert employees and passengers to take protective actions prior to an earthquake, as well as trigger automated actions to minimize injuries and reduce damage to property and infrastructure. Increased focus on automated protective actions will continue due to clear indications from benefit-cost analyses that such actions are highly cost-effective in saving lives and preventing injuries and property loss. This ultimately will also support the continuity of operations throughout an incident.
Cal OES, in partnership with the California Institute of Technology (Caltech), the California
Geological Survey (CGS), the University of California (UC), the United States Geological Survey
(USGS), and the Alfred E. Alquist Seismic Safety Commission, has expanded and bolstered a network of seismic stations that detects earthquakes to create EEW alerts. Currently, these alerts are delivered statewide to the public through three mobile pathways: the Cal OES-sponsored MyShake app, Wireless Emergency Alerts (WEA), and Android-enabled devices. As
Cal OES and its scientific partners approach completion of the seismic sensor/station build-out, Request For Information #2026-RFI-085 - CALOES Early Earthquake Warning Grant 4 automated protective actions are being explored that would enhance the resiliency of all types of infrastructure within California after an alert is received.
As a result, Ontario International Airport would like to invite creative, forward-thinking
Respondents to submit information for innovative EEW solutions that focus on public alerting and automated protective actions within an airport.
The primary purpose of this RFI is to identify and understand available EEW solutions, including their capabilities, potential applications, and scalability within an airport environment. General budgetary cost information is also requested, to the extent available, to assist OIAA in evaluating potential implementation options and funding considerations.
The proposed EEW solution should incorporate the following, as applicable to the proposed solution:

• Indicate whether the proposed EEW solution has been used in other applications and/or settings, industries, and organizations. If so, provide results and examples, including system details, location(s), impacts and outcomes, challenges, issues, etc. Provide contact information and/or referrals to current or former clients.
• Describe whether the proposed solution accommodates individuals with access and functional needs.
• Provide details regarding timeframes to implement and install proposed solutions and any expected limitations, challenges, and/or delays.
• Provide details regarding the ability to contract and/or subcontract the installation of solutions (exhibiting accessibility and scalability while reducing costs).
• Describe the proposed system architecture, including how the solution receives and processes the USGS ShakeAlert signal and integrates with existing airport systems, equipment, networks, communications infrastructure, and building systems. Identify applicable connectivity, power, hardware, software, cloud, telecommunications, and other infrastructure requirements.
• Describe the solution’s configuration capabilities, including alert thresholds, notification methods, automated protective actions, escalation procedures, and user groups.
Describe system reliability, redundancy, backup power, failover capabilities, Request For Information #2026-RFI-085 - CALOES Early Earthquake Warning Grant 5 cybersecurity measures, and safeguards for addressing false, delayed, missed, interrupted, or unavailable alerts and preventing unintended automated actions.
• Describe how the solution is tested, validated, monitored, and maintained, including simulations or drills, system health monitoring, automated-action testing, routine maintenance, software and firmware updates, warranty coverage, technical support, and recommended service levels.
• Describe the anticipated implementation approach and timeframe, including design, equipment procurement, installation, configuration, integration, testing, commissioning, and training. Identify recommended training and any infrastructure, staffing, network access, electrical work, permits, equipment, information, coordination, or other resources that would be required from OIAA.
• Identify any third-party systems, services, licenses, subscriptions, APIs, proprietary equipment or software, cloud or telecommunications services, subcontractors, or other dependencies required to implement and operate the solution. Describe the anticipated useful life of the system, including recommended equipment replacement cycles, upgrades, product support, and potential obsolescence considerations.
