About this opportunity
Lewis County is seeking bids for two mobile trailers to support homeless services under the project "2024_Homeless_Services_Restrooms-Showers". The procurement involves the purchase and delivery of an ADA-plus-2 restroom trailer and a shower/combo trailer to be located at 2015 NE Kresky Ave in Chehalis, Washington. The first trailer must include an ADA-compliant restroom with a toilet and sink, plus two additional non-ADA-compliant restrooms, featuring a hydraulically lowerable design for accessibility. The second trailer must contain four lockable restrooms, each equipped with a shower, toilet, and sink. Key specifications include trailers no longer than 24 feet, durable and easily cleanable materials, onboard hot water, climate control, and a cold weather package. Bids are due on June 20, 2024, at 9:00 AM, with a public bid opening at 10:00 AM in the Historical Courthouse. Bidders must submit electronically through the procurement portal or via email, accompanied by a signed non-collusion affidavit and bid form. Delivery is expected by November 2024, with payment to be completed by June 30, 2024.
The procurement explicitly adheres to Title VI of the Civil Rights Act of 1964 and emphasizes opportunities for disadvantaged business enterprises. Bidders must be licensed to do business in Washington and carry specific insurance requirements, including $1,000,000 per occurrence in general liability, $2,000,000 in general aggregate, and $2,000,000 in business auto coverage. The county allows both mandatory bids for new trailers and alternate bids that may include used trailers in excellent condition or additional features. Bidders must confirm they have not been debarred or suspended by any public agency in the past two years. The county reserves significant flexibility in the bid selection process, including the right to waive irregularities, reject all bids, seek additional information, accept the lowest responsible bid, or select one or more alternate bids. While a specific budget range is not explicitly stated, the procurement includes 8.2% Washington State sales tax, and bidders are expected to provide comprehensive pricing for the trailers and associated services.
