About this opportunity

The California Governor's Office of Business and Economic Development (GO-Biz) International Affairs and Trade is requesting proposals to research, identify, and evaluate international markets for California medical-device companies and to design and implement a market-acceleration strategy, with proposals due October 29, 2026 at 5:00 p.m. Small businesses, microbusinesses, and Disabled Veterans Business Enterprises (DVBEs) may claim five percent preference incentives.

The scope spans four phases from November 23, 2026, through September 30, 2027: Phase 1 (November 2026–February 2027) market research and prioritization across potential markets for FDA-cleared or approved medical devices; Phase 2 (February–March 2027) virtual export-readiness training delivery; Phase 3 (March–April 2027) diagnostic and market-fit analysis for participating companies; and Phase 4 (April–September 2027) hands-on coaching and matchmaking for up to 20 selected companies. Proposers must demonstrate experience supporting U.S. medical device companies in international market entry, evaluating regulatory and commercial conditions across multiple markets, and designing export-readiness training programs.

The budget ceiling is $150,000, with a recommended budget of $120,000. Budgets must include fixed fees for Phases 1 and 2 and per-company fees for Phases 3 and 4. Payment will be issued by physical check in U.S. dollars following California state processing requirements; international proposers must acknowledge acceptance of these payment terms. GO-Biz anticipates making a single award but reserves the right to make separate phase-based awards if warranted.

Evaluation is weighted as follows: relevant experience (30 points), technical approach (30 points), cost (30 points), and references (10 points). Proposers must submit organizational experience (3–5 pages), implementation plans (10 pages), implementation timelines (2–3 pages), sample work (5–7 pages), detailed cost proposals, and at least three references. Written questions are due October 23, 2026. Award notice will be posted to Cal eProcure on November 2, 2026. All proposals are subject to public disclosure under California Public Contract Code section 10344; proposers must clearly identify any confidential information at submission. Insurance requirements may apply if contract value exceeds $100,000.

Opportunity text

GO-Biz International Affairs and Trade is seeking proposals from qualified organizations to research, identify, and evaluate international markets for California medical-device companies. The selected proposer will identify markets that offer strong commercial potential, feasible regulatory pathways, and appropriate market-entry opportunities for companies whose products have received applicable U.S. Food and Drug Administration (FDA) clearance, approval, authorization, or exemption. Using this research, the proposer will design and implement a market-acceleration strategy that provides participating companies with market intelligence, individualized market-fit assessments, coaching, and connections to qualified in-market partners.
