About this opportunity

Colorado Department of Public Health and Environment (CDPHE), Hazardous Materials and Waste Management Division, is soliciting proposals under RFP 2027000068 for groundwater monitoring services at the California Gulch Superfund Site near Leadville, Colorado. Written inquiries are due October 29, 2026 at 2:00 p.m. Mountain Time, and proposals are due November 25, 2026 at 2:00 p.m. MT. The modified RFP sets a Service-Disabled Veteran-Owned Small Business (SDVOSB) goal of at least 3% of contract value.

Scope covers groundwater monitoring, mine pool and groundwater condition monitoring under the Operable Unit 12 Record of Decision, and maintenance of the existing groundwater monitoring network and Early Alert System. Additional services include stream gauge station monitoring, operation of the GAW pump system, and quarterly data downloads and reporting. The contractor also updates the California Gulch website. Quarterly Groundwater Level Monitoring Reports are due no later than one month after each quarter. The contractor must attend a kick-off meeting within 60 days of contract execution. The CDPHE Project Manager approves deliverables within 21 calendar days, and approved changes must be implemented within 14 calendar days. The project is conducted in partnership with the U.S. Environmental Protection Agency.

Minimum qualifications require five years of groundwater monitoring at California Gulch, five years of groundwater monitoring in mining or Superfund environments, and five years maintaining monitoring networks, mine pool early alert systems, monitoring websites, stream gauge stations, and remote pump systems. Offerors must have managed at least three similar projects within the past five years and demonstrate year-round site access. Offerors must register with Colorado Vendor Self Service to be eligible for award and submit proposals through BidNet Direct.

The annual budget is approximately $75,000, with a five-year total not expected to exceed $375,000 unless additional funding becomes available. The contract is fixed-price, and payment is contingent upon appropriation. The initial term runs February 1, 2027 through January 31, 2028, with up to four additional one-year renewals, not to exceed five years total. Required insurance includes $1,000,000 professional liability per occurrence, $1,000,000 protected information liability per occurrence with $2,000,000 aggregate, and $1,000,000 crime coverage per occurrence.

Evaluation considers organizational strength, extent of experience and qualifications, supporting documentation quality, cost reasonableness relative to scope of work, and references. The evaluation period is estimated for the week of November 30, 2026, with an anticipated contract effective date of February 1, 2027. Late proposals will not be accepted.
