About this opportunity
The Kentucky Transportation Cabinet Division of Purchases, on behalf of the Division of Equipment in Elliott County, issued a Request for Bid (RFB) soliciting calibration and correlation services for Skid Testing Unit 060-0019, a 2013 Chevrolet 3500HD. The scope of work encompasses calibration of dual-sided skid systems and dynamic correlation with a reference skid measurement system in compliance with ASTM E274-15/E2793-16 standards using ASTM E-501 tires, including full three-speed departures on both sides for arrival and departure correlations, initial dynamic correlation at speeds of 20, 40, and 60 MPH on three uniform test surfaces, calibration and adjustment of speed measurement, water delivery, tire pressure, and force measurement subsystems, and departure dynamic correlation following all subsystem calibration. The contract represents a one-time service award with no renewal options, and vendors must submit a specific completion timeline in calendar days following contract award, subject to one percent per day deductions for delays. Evaluation criteria prioritize pricing at 95 of 100 total points, with the lowest bidder receiving maximum points and subsequent bidders scored proportionally, while completion time comprises the remaining five points based on the best proposed timeline. Written questions were due February 20, 2024 by 4:00 PM with Commonwealth responses posted by February 21, 2024 by 4:00 PM, and bids closed on February 29, 2024 at 1:30 PM Eastern Time through the Kentucky Vendor Self Service e-Procurement system with a tentative award date of March 4, 2024. All bids must remain valid for a minimum of 90 calendar days after the bid closing date, and the successful bidder must deliver within Kentucky and bordering states or arrange pickup and return for locations outside this area.
Kentucky resident bidders may receive reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities receive preference equal to 15 to 20 percent of maximum points. The successful bidder must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, providing an ACORD Certificate within ten days of intent to award with the Commonwealth and its agents named as additional insureds and an AM Best rating of B+ or higher. Payment will be made within 30 working days of invoice receipt and accepted goods, with a one percent per month penalty added for payments exceeding 30 working days. The Kentucky Transportation Cabinet will supply operator and assistant personnel for the skid system tests, and the successful bidder is responsible for providing a final report following test completion. All bidders must submit the Annual Affidavit for Bidders, Offerors and Contractors certifying non-violation of Kentucky's campaign finance laws and must respond through the Kentucky Vendor Self Service e-Procurement system following the required submission procedures outlined in the solicitation documentation.
