About this opportunity

The City of Cheyenne, Wyoming is requesting sealed bids on asphalt pavement restoration at Cahill Park and Lions Park under IFB S-1-27, with bids due August 11, 2026 at 2:00 p.m. via the City's eProcurement Portal. Wyoming's resident contractor preference statute applies, providing a 5% cost preference to certified resident bidders, with restrictions limiting resident subcontracting to no more than 30% of contract work. Wyoming labor must be employed unless the state workforce center certifies unavailability.

The scope encompasses cold milling of existing asphalt (23,026 square yards total), unclassified excavation (100 cubic yards), placement of new asphalt paving (2,773 tons of PG 64-28 grade), localized patching (1,361 square yards at 4- and 6-inch depths), adjustment of utility structures (2 water valves and 1 manhole), and waterborne striping restoration (white and yellow, 4-inch lines). All asphalt millings are retained by the City for delivery to the North Park facility. Work at Cahill Park must be substantially complete before work begins at Lions Park. Parks must remain reasonably accessible to the public and emergency services unless pre-approved closure is granted. Work scheduling requires prior written approval from the Community Recreation and Events Department Director. Special restrictions apply during Cheyenne Frontier Days (typically the last full week in July and preceding week), when most work in designated areas is suspended.

Asphalt must meet specified technical requirements including minimum 1.5% hydrated lime in all plant mix pavements to achieve 75% Tensile Strength Retained, with quality control testing every 500 tons. Waterborne pavement markings require fast-dry acrylic emulsion formulations applied at 16 mils wet thickness.

Bidders must submit a 5% bid guarantee and, if awarded, furnish performance and payment bonds equal to 100% of the accepted bid amount, maintained throughout a two-year warranty period. The City will retain 5% of work value completed throughout the contract term. Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate and Business Automobile Liability of $1,000,000 combined single limit are required before work commences. Liquidated damages range from $250 to $3,500 per calendar day based on original contract amount.

Contract award is estimated for September 14–15, 2026, with Notice to Proceed by September 21, 2026 and final completion by October 31, 2026. A non-mandatory pre-bid meeting is scheduled for July 27, 2026 at 2:30 p.m. via Zoom. Questions are due July 31, 2026, with addenda responses due by August 3, 2026.
