About this opportunity
Delaware Technical and Community College is requesting proposals for cafeteria and food services at its Stanton and George campuses in New Castle County under RFP DTCC2604, with proposals due September 4, 2026 at 1:00 p.m. Local Time. Vendors may bid on either or both campuses. Non-mandatory site visits are scheduled July 29–31, 2026; written questions are due August 7, 2026, with answers posted by August 21.
The scope encompasses comprehensive cafeteria operations including breakfast, lunch, and dinner service with menu options accommodating vegetarian, vegan, gluten-free, and other dietary restrictions, plus catering for campus events. The Stanton Campus serves approximately 3,400 students and the George Campus approximately 3,700 students, with roughly 80 percent of classes held in-person. Standard operating hours are Monday through Thursday, 8:00 a.m. to 6:00 p.m., and Friday 8:00 a.m. to 1:00 p.m., with reduced summer hours. The awardee must provide all staff, food, packaging, and materials and maintain full access to food service facilities. Vendors must comply with Delaware prevailing wage requirements if applicable, maintain a Delaware business license, and complete background checks on employees accessing state property or working with vulnerable or youth populations.
The initial contract term runs three years from January 1, 2027 through December 31, 2029, with three optional one-year renewal periods available through negotiation initiated no later than 90 days prior to contract termination. Pricing shall remain firm for the initial term unless renegotiated; any extension beyond the initial period may apply the Philadelphia Consumer Price Index (CPI-U), not to exceed the index value. The College reserves the right to award to multiple vendors based on overall best value and ability to meet each campus's operational needs.
The awardee must obtain and maintain Commercial General Liability insurance of $1,000,000 per occurrence and $3,000,000 per aggregate, register with the Delaware Supplier Portal, submit monthly usage reports in Excel format by the 15th of each month, and provide quarterly subcontracting reports documenting diversity supplier participation. Contract award is expected within 90 days of proposal opening.
