About this opportunity

Montgomery County Public Schools (MCPS) Department of Food and Nutrition Services is requesting bids on disposable cafeteria trays under IFB #9143.5, with proposals due October 7, 2026 and samples required prior to bid opening. Trays must be manufactured from non-polystyrene materials such as molded fiber or sugarcane per Montgomery County Bill 33-20, be PFAS-free per Maryland State Bill 273, contain no wax or plastic coating, meet FDA food-contact requirements, and be 100% compostable — a set of material and sustainability specifications that significantly constrains sourcing. MCPS also prefers domestic suppliers with direct manufacturer drop-shipment, and all products must comply with Buy American requirements under the National School Lunch Program.

The procurement covers two tray types with specified dimensions: 3-compartment trays measuring approximately 10.0"–10.25" × 8.0"–8.25" with 1.00"–1.25" depth, and flat non-compartmented trays measuring 9" × 7" × 1" depth. MCPS anticipates purchasing approximately 32,000 cases annually (400 trays per case), with an estimated 2,000 cases of 3-compartment trays and 30,000 cases of flat trays. During the first 12 months post-award, MCPS will transition from 1-compartment to 3-compartment trays, with higher order volumes for flat trays during months 1–6, followed by a shift toward primarily 3-compartment trays for school year 2027–2028.

The contract term runs from December 7, 2026 to December 6, 2027, with MCPS retaining the right to extend for up to four additional one-year terms at existing prices. All deliveries must be scheduled by appointment at least 24 hours in advance to the DFNS warehouse at 8401 Turkey Thicket Drive, Gaithersburg, Maryland, during receiving hours of 7:00 a.m. to 1:30 p.m., Monday through Friday, excluding school holidays. Bidders must submit one original, one copy, and two flash drives; provide three current customer references; and include detailed product specification sheets and food-contact certifications. Unit prices are subject to downward adjustment prior to award based on manufacturer price reductions and may adjust after award with manufacturer documentation, though increases are not permitted during the first 180 days of performance.
