About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids under Rebid 1 of Invitation for Bid C5613623-D for a Master Agreement covering maintenance, inspection, calibration, and repair of forklifts, pallet jacks, lifts, balers, and equivalent equipment at Centinela State Prison and Ironwood State Prison. Letters of inquiry are due November 4, 2026, and bids are due November 10, 2026 at 11:00 a.m. Bidders must be located within 200 miles of each institution, and the State requires 25 percent Small Business participation.

Preferences are available to certified firms. A five percent Small/Micro Business preference applies, up to $50,000, and a Disabled Veteran Business Enterprise incentive of 1 to 5 percent applies based on participation level, not to exceed $500,000. The State also encourages certified Micro Business and Nonprofit Veteran Service Agency participation.

Scope covers preventive maintenance and inspection on monthly, quarterly, semi-annual, or as-needed schedules; repairs with 24-hour response and on-site completion within two working days; parts replacement; calibration; and loaner equipment for repairs exceeding five working days. Bidders must provide proof of service technician factory training or three reference letters demonstrating three consecutive years of equipment maintenance experience. Bidders must also hold a valid California business license or equivalent, California Department of Motor Vehicles Motor Carrier Permits if applicable, commercial general liability, automobile liability, and workers' compensation insurance, and service technician certifications. Estimated equipment quantities are for bid comparison only, and CDCR reserves the right to increase or omit work.

Compensation is hourly, with rates covering labor, travel, materials, permits, taxes, and freight. Parts estimates are $20,000 at Centinela State Prison and $50,000 at Ironwood State Prison. Each location's basis of award includes a 25 percent line item for as-needed services. No guarantee of service volume is provided. Bidders may offer a discount on invoices paid within 30 days, and services and parts carry a 90-day guarantee from the service date. The contract runs through April 30, 2028, with service commencing upon approval. Tie bids are resolved by discount percentage or, failing that, by coin toss or lot drawing.

Bidders must submit OBS 300, the Exhibit B-1 Rate Sheet, STD 204, Contractor Certification Clauses, and required compliance forms. The public bid opening is November 12, 2026 at 2:00 p.m.
