About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for maintenance, inspection, calibration, and repair services for forklifts, pallet jacks, lifts, balers, and equivalent equipment at two participating institutions — Centinela State Prison and Ironwood State Prison — under IFB C5613623-D, with bids due September 28, 2026 at 11:00 a.m. CDCR imposes a minimum 25% Small Business participation requirement under Government Code 14838 and offers a 5% Small/Micro Business preference (up to $50,000), a DVBE incentive (1–5% based on participation level), and a 5% Non-Small Business preference for firms with 25% or greater SB/MB subcontractor participation.

Bidders must be located within 200 miles of each awarded institution and provide proof of service technician factory training or three years of documented experience within the past five years. The scope encompasses preventative maintenance performed monthly, quarterly, semi-annually, or as needed; repair services with 24-hour response time and two-working-day on-site service requirement; parts replacement; equipment calibration; and loaner equipment provision for repairs exceeding five working days. The equipment inventory comprises 21 units at Centinela and 32 units at Ironwood, including electric and LPG-powered forklifts, electric pallet jacks, lifts, and related handling equipment.

Bidders may submit for one or both locations and are not required to bid on all equipment types within a location. Compensation is structured as a Master Agreement with separate Purchase Orders for each location, based on hourly service rates provided on Exhibit B-1. At Centinela, estimated quantities include 200 maintenance hours, 50 repair hours, and 50 emergency service hours; at Ironwood, 100 maintenance hours and 12 each for repair and emergency services. Each location's basis of award includes an additional 25% line item for as-needed services. All prices must include labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, fees, and shipping. The agreement term extends from approval through April 30, 2028. Letters of inquiry are due September 23, 2026, and a public bid opening is scheduled for September 29, 2026 at 2:00 p.m.
