About this opportunity

The California Department of Corrections and Rehabilitation is requesting bids for firing range rental services at California Men's Colony to support mandatory weekly, quarterly, and annual firearms training under Penal Code Section 832, with bids due September 22, 2026 at 11:00 a.m. and public bid opening on September 23 at 2:00 p.m.

A 5% small-business preference is available to certified small or micro businesses, capped at $50,000 in adjustment. A DVBE incentive ranging from 1% to 5% (not to exceed $500,000) applies to bidders committing voluntary DVBE participation; DVBE is encouraged but not mandatory.

The contractor shall provide all labor, materials, staff, licenses, and permits necessary to operate shooting ranges on property owned by the contractor. Training occurs primarily during regular business hours (0600–1600, Monday–Friday), with weekend or night training available by mutual agreement. The contractor must designate a Program Director, provide written approval for scheduled range use within seventy-two hours, conduct quarterly safety inspections, and permit CMC to store a 25-foot by 6-foot by 10-foot Connex/C-Train container on-site. All contractor rates must include travel expenses and cover federal, state, and local taxes.

The contract term runs from approval through June 30, 2029 with no renewal options. The estimated scope is 130 days of range rental per fiscal year across FY 26/27, FY 27/28, and FY 28/29. Bidders submit rates on Exhibit B-1 for bay rental per day for each fiscal year; total agreement amount drives the award. The State pays within thirty days of receipt and approval of monthly invoices submitted in arrears.

The contractor must carry commercial general liability insurance (minimum $1 million per occurrence), automobile liability insurance, and workers' compensation insurance with the State named as certificate holder and additional insured. CDCR reserves the right to terminate with thirty days' written notice or immediately for cause and may consolidate services into statewide agreements.
