About this opportunity

The California Department of Corrections and Rehabilitation is requesting bids for vehicle lift preventative maintenance, inspection, testing, and repair services at Kern Valley State Prison in Delano under IFB C5613490-D, with bids due August 5, 2026 at 11:00 a.m. A 25% small business participation requirement under Government Code 14838 applies; certified Small/Micro Businesses receive a 5% preference (not to exceed $50,000), and certified Disabled Veteran Business Enterprises receive a 1 to 5% incentive on responsive bids with DVBE participation.

The scope covers semi-annual preventative maintenance, inspection, and testing services for eight pieces of equipment — four rotary lifts, two tire changers, and two wheel balancers — with an estimated six service visits annually per equipment type. Repair services are required on an hourly basis with an estimated six hours annually per equipment type. All services must comply with OSHA, ANSI, and ALI standards and be performed during normal business hours (7:00 a.m. to 3:00 p.m., Monday through Friday, excluding state holidays) at the facility located at 3000 W. Cecil Avenue, Delano, CA 93215. Pricing must include labor, travel, per diem, materials, supplies, transportation, equipment, and tools; travel time and per diem cannot be quoted as separate line items. The state estimates parts costs at $15,000 for the agreement term.

Bidders must hold a valid California C-61 Limited Specialty Classification with D-21 Machinery and Pumps License and Automotive Lift Institute Lift Inspector Certification; service technicians must demonstrate appropriate training or verifiable experience. A 90-day guarantee on all work and parts is required. General Prevailing Rate of Wages applies. The contract term extends through September 30, 2026. Evaluation is on a lowest responsive and responsible bidder basis. Letters of Inquiry are due July 29, 2026; public bid opening is August 6, 2026 at 2:00 p.m. Electronic bid submission as PDF files is mandatory to the specified CDCR email address. Contractors may offer a discount of at least 1% with a minimum of $50 for invoices paid within thirty days, potentially used as a tiebreaker.
