About this opportunity

The California Department of Corrections and Rehabilitation is requesting bids for heating, ventilation, and air-conditioning preventative maintenance and repair services at the California Institution for Men (CIM) Correctional Construction Mentorship Program facility in Chino, with bids due August 31, 2026 at 11:00 a.m. and a public bid opening on September 1. The contract is subject to California's 25% small-business participation requirement, and small businesses, microbusinesses, and disabled veteran business enterprises may receive preferences up to 5%.

The scope includes biannual preventative maintenance services covering calibration, adjustment, cleaning, alignment, vibration analysis, and painting of HVAC equipment, and emergency repair services available within two hours of notification during business hours (Monday–Friday, 7:00 a.m. to 2:30 p.m.). Bidders must hold a valid California C-20 Warm Air Heating, Ventilating and Air-Conditioning Contractor Specialty License and submit service technician references demonstrating three years of HVAC experience.

The contract value is estimated at $200,000 over a three-year term (January 1, 2027 through December 31, 2029). The rate structure comprises preventative maintenance services at an hourly rate (estimated 180 hours), emergency repair services at a higher hourly rate (estimated 90 hours), and a replacement parts allocation of $120,000 for the entire term. Parts replacement costs are invoiced at the contractor's actual cost plus 10% and sales tax, not to exceed the parts budget allocation. Bidders may offer payment discounts of at least 1% or a minimum of $50 for invoices paid within thirty days; the highest discount serves as a tiebreaker.

Awards are made on a lowest responsive bidder basis. Letters of inquiry are due August 19, 2026. The contractor must maintain workers' compensation insurance and comply with California prevailing wage requirements under Labor Code Section 1774. Invoices must be submitted electronically within 60 days of service completion with completed preventative maintenance reports.
