About this opportunity
The California Department of Corrections and Rehabilitation is requesting bids for non-hazardous sludge removal, hauling, and refuse services at multiple CDCR institutions statewide under a 36-month Master Agreement, with bids due November 18, 2026 at 11:00 a.m. and public bid opening November 19, 2026 at 2:00 p.m. The state is committed to a 25% Small Business participation requirement under Government Code 14838 and a 3% Disabled Veteran Business Enterprise (DVBE) participation goal; small and micro businesses with valid DGS OSDS certification are eligible for a 5% preference (not to exceed $50,000), and non-small businesses meeting 25% SB/MB subcontractor participation requirements are eligible for a 5% preference. The DVBE Incentive Program offers a 1 to 5% incentive based on DVBE participation levels.
Services include loading prepared sludge into contractor-supplied bins, transporting materials from CDCR locations, and hauling to permitted re-use facilities in compliance with California Regional Water Quality Control Board requirements and EPA 40 CFR Part 503. Services are performed on an as-needed basis between 7:00 a.m. and 4:00 p.m., Monday through Friday, excluding holidays, with forty-eight-hour response required from notification.
Participating locations span 14 major CDCR institutions across six clusters, with estimated quantities ranging from 60 to 15,000 tons over 36 months. Bidders may submit bids for one or more locations and are not required to bid on all; however, they must include rates for all items within a selected location. The rate sheet (Exhibit B-1) requires unit rates per ton for each facility. Each location's basis of award includes a 25% line-item allowance for additional as-needed services payable at applicable rates. Contractors may offer early-payment discounts on invoices paid within 30 days, with a minimum discount of 1% or $50.00; in case of tie bids, CDCR reserves the right to award based on discount percentage, coin toss, or lot drawing.
The anticipated service commencement date is April 1, 2027, with an initial term ending March 31, 2030. Letters of inquiry are due November 10, 2026. Mandatory and optional bidders' walk-throughs are scheduled at various locations with specific dates outlined in Attachment 1. Contractors must maintain California Motor Carrier Permits, Commercial Driver's Licenses, and required insurance upon award.
