About this opportunity
The California Department of Corrections and Rehabilitation is requesting bids on food and green waste recycling and recovery services across 33 correctional facilities statewide under IFB C5613381-D, with bids due October 16, 2026 at 11:00 a.m. and public bid opening on October 19 at 2:00 p.m. A 25% small business participation requirement applies under Government Code 14838; the IFB also offers a 5% small business/micro business preference (up to $50,000 maximum), a non-small business preference for those using 25% or more SB/MB subcontractors, and a DVBE incentive program of 1–5% based on participation level (not to exceed $500,000).
Bidders may respond for one or multiple locations from Exhibit E but must provide rates for all line items within each selected location; failure to do so may result in bid rejection. Services include food recovery (directing edible food to Food Recovery Organizations or Food Recovery Services), food waste recycling, and green waste recycling through composting, anaerobic digestion, animal feed processing, or rendering. Container sizes range from 64 gallons to 64 cubic yards; pickup frequencies vary by facility and waste type from weekly to as-needed, with estimated annual pickups ranging from 1 to 468 per location. Pricing is per-container per-pickup with all costs—labor, transportation, materials, equipment, training, permits, licenses, and taxes—included. Contractors must provide containers with steel wheels, locking devices, and clear labeling unless otherwise specified. All prices must be submitted in U.S. currency using the most current version of Exhibit B-1 rate sheet (Addendum 1 added Valley State Prison effective September 2, 2026). Each location includes a 25% line item for unforeseeable as-needed services at applicable rates. Contractors may offer minimum 1% early-payment discounts (or $50.00 minimum) on invoices paid within 30 days; discounts serve as tiebreaker in award decisions.
The contractor must maintain valid California business licenses, California Department of Motor Vehicles Motor Carrier Permits, and applicable facility permits (CDFA swine feed permits, CalRecycle SWIS numbers for composting/anaerobic digestion facilities, or CDFA rendering licenses). Questions are due October 7, 2026. An optional bidders' walk-through is scheduled ten business days before submission. The contract term runs January 1, 2027 through December 31, 2029. This is a master agreement with separate purchase orders issued for each participating location; CDCR reserves the right to modify participating locations, service frequency, and container requirements throughout the term.
