About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is requesting bids for statewide staff medical monitoring services on a master agreement basis with bids due June 12, 2026 at 11:00 a.m. and public opening on June 15, 2026. A 25% small business participation mandate under Government Code 14838 applies, along with a 5% small business preference for certified small and micro businesses and a 1–5% disabled veteran business enterprise (DVBE) incentive.
The contractor will provide occupational medical services including respiratory protection evaluations, lead and asbestos surveillance, hazardous waste operations assessments, chromium and cadmium exposure evaluations, hearing conservation testing, commercial driver examinations, and arrest and firearms training medical clearances. Services span CDCR institutions, fire conservation camps, facilities, parole offices, and programs listed in Exhibit F across three regional groups (Northern, Central, or Southern Region); bidders need not bid all regions but must submit rates for all service items within any selected region. Clinic hours must be maintained Monday through Friday 7:30 a.m. to 4:00 p.m. and Saturday 7:30 a.m. to 12:30 p.m., with on-site mobile or clinic services available Monday through Friday 4:30 a.m. to midnight as needed. Office locations must fall within a 45-mile radius of worksites, except for Avenal State Prison, High Desert State Prison, and California Correctional Center, where a 100-mile radius applies, or the contractor must operate a fully equipped mobile clinic. The contractor must hold a valid California Physician license from the Medical Board of California, current CLIA certification, and California Department of Public Health Laboratory Field Services licensure.
The estimated contract value is capped at $30 million for the entire term. The master agreement runs July 1, 2026 through June 30, 2029, structured as an indefinite-quantity contract with rates specified in the submitted Rate Sheet (Exhibit B-1). Each participating location receives a separate purchase order with constant rates throughout the term. Award goes to the lowest responsive and responsible bidder; in case of tie bids, CDCR reserves the right to award based on early payment discount percentage, coin toss, or lot drawing. There is no guarantee that any services will be requested under this agreement.
