About this file
This is a Public Works Rate Sheet (Exhibit B-1) for the California Department of Corrections and Rehabilitation (CDCR) for concrete debris removal and slope stabilization services at the Richard J. Donovan Correctional Facility in San Diego, California. The project involves three phases: Phase 1 consists of clearing and grubbing the project work area, removing concrete debris, and re-grading a delineated fill area; Phase 2 involves hydroseeding disturbed areas; and Phase 3 requires assessing and addressing hydroseeding development issues. Bidders must complete the Excel version of the rate sheet by entering dollar amounts for each phase, with all three phases requiring pricing. The contract will be compensated on a progressive payment basis with payments made no more frequently than monthly in arrears upon completion of each phase. All prices must be submitted in U.S. currency and must encompass every item of expense necessary to perform the services, including labor, insurance, bonds, licenses, travel, materials, equipment rental, and training. Bidders are required to bid each item; failure to provide a dollar amount for any item may result in bid rejection, and a zero dollar amount indicates the bidder will perform that service at no cost to the State.
The bid evaluation process includes California company reciprocal preference provisions under Public Contract Code Section 6107, available only to bidders who certify they qualify as California companies with a licensed California contractor status and meet specified principal place of business requirements. Bidders must disclose all proposed subcontractors performing work exceeding one-half of one percent of the general contractor's total bid, along with their California Contractors State License Board license numbers and Public Works Contractor Registration Numbers. The contract requires certified Disabled Veteran Business Enterprise (DVBE) subcontractors to be listed if used to fulfill DVBE participation goals. Contractors may offer a discount of at least one percent of the invoice amount with a minimum of fifty dollars for payment within thirty days of invoice receipt; in the event of a tie bid, the lowest responsible bid with the highest discount shall prevail, and if discounts also tie, the awarded bidder will be determined by public coin toss.
