About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is requesting bids for vehicle and equipment transportation services under Master Agreement C5613273-D, with bids due June 22, 2026 at 11:00 a.m. and a public bid opening on June 23 at 2:00 p.m. This is a statewide, multi-location award with the State reserving the right to award multiple agreements on primary, secondary, and tertiary bases to ensure service continuity.
A 25% small business participation goal applies under Government Code 14838. Certified small and micro businesses receive a 5% bid preference; non-small businesses demonstrating 25% small or micro business subcontractor participation receive a 5% preference. Disabled veteran business enterprises (DVBE) are eligible for a 1–5% incentive.
The scope covers light, medium, and heavy-duty asset transportation across CDCR institutions and facilities statewide, including loading, securing, and delivering operational and non-operational vehicles, equipment, and materials within 24–36 hours of pickup. Bidders select among three groups of participating locations and must bid on all locations within each selected group. The contractor is responsible for obtaining all necessary licenses and permits, including a California Department of Motor Vehicles Motor Carrier Permit if applicable. Services must comply with federal, state, and local codes.
Contractor compensation is based on rates submitted on Exhibit B-1, Rate Sheet, structured by asset class (Light, Medium, Heavy-Duty) and mileage ranges (0–30 miles through 551–600 miles). All labor, transportation, travel, per diem, fuel, mileage, materials, supplies, tools, equipment, permits, licenses, taxes, fees, and shipping are included in the rates. Each location's basis of award includes a 25% line item for additional as-needed services payable at applicable rates. Monthly invoices are submitted in arrears to designated CDCR accounting and fleet management offices.
The contract term runs from July 1, 2026 through December 31, 2028. Letters of inquiry are due June 17, 2026. Commercial general liability, automobile liability, and workers' compensation insurance are required upon award.
