About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) C5613206-D for sewer line cleaning and maintenance services at the Substance Abuse Treatment Facility and State Prison in Corcoran, Kings County. The procurement seeks a contractor to provide comprehensive sewer system maintenance, including line camera inspections, hydro-jet and vacuum services, blockage removal, and waste disposal for sewer lines ranging from six to twenty-four inches in diameter. Key deliverables include regularly scheduled maintenance Monday through Friday from 8:00 a.m. to 3:00 p.m. and emergency services available within four hours of notification, including weekends and holidays. Contractors must provide specialized equipment including line camera systems with viewing and recording capabilities, high-pressure hydro-jet equipment, and high-volume vacuum trucks. The bid submission deadline is January 2, 2026, at 11:00 a.m., with a public bid opening on January 5, 2026, at 2:00 p.m. Evaluation will focus on the lowest responsible bidder complying with all IFB requirements, with bidders required to complete a detailed Rate Sheet (Exhibit B-1) specifying hourly rates for various services. Letters of inquiry must be submitted by December 22, 2025.

The solicitation includes several set-aside and preference opportunities for specific business types. Disabled Veteran Business Enterprise (DVBE) bidders can receive bid incentives ranging from 1% to 5%, while certified small or microbusiness enterprises are eligible for a 5% preference (not to exceed $50,000). Bidders must demonstrate substantial insurance coverage, including commercial general liability ($1,000,000 per occurrence), automobile liability ($1,000,000 per claim), workers' compensation, and pollution liability insurance ($1,000,000 per incident/$2,000,000 aggregate). Contractors are required to maintain a valid California motor carrier permit, commercial driver's license, and current business license. The anticipated contract term will begin upon approval and end on December 31, 2028. While specific budget ranges are not explicitly stated, the IFB provides estimated service quantities including 60 hours of line camera inspections, 120 hours of vacuum/hydro-jet services, and 20 hours each of cleaning and emergency services, which can serve as a baseline for potential contract value. All bids must be submitted electronically as PDF files to CDCR-CMB-Non-IT-Service-Bids@cdcr.ca.gov with a specific subject line format.
