About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) has issued Invitation for Bid (IFB) C5613187-D for seamless vinyl flooring installation services at San Quentin Rehabilitation Center in Marin County. The procurement requires installation of approximately 2,300 square feet of seamless vinyl flooring in the visiting area, including related accessories such as resilient base, reducer strips, and cove base. Deliverables encompass all labor, materials, equipment, supplies, tools, supervision, insurance, bonds, and travel expenses necessary to complete the project in two phases: Phase 1 involves submission of required submittals per specifications, and Phase 2 encompasses floor surface preparation, installation, inspection, and acceptance. The contractor must hold a valid California "C-15" Flooring and Floor Covering Contractor's Specialty License or a "B" General Building Contractor license with an approved subcontractor, along with manufacturer certification as an approved installer. The flooring must meet fire safety standards with a Critical Radiant Flux Classification Class I rating and utilize heat-welded or chemically bonded seamless seams compliant with applicable standards. Key dates include a mandatory bidders' walk-through on March 3, 2026, at 10:00 AM, letters of inquiry due by March 5, 2026, bid submissions due by March 13, 2026, at 11:00 AM, and public bid opening on March 17, 2026, at 2:00 PM. The anticipated contract term is 90 days from the Notice to Proceed with no provision for extensions beyond completion of the original scope.

This public works contract is subject to prevailing wage requirements, California Department of Industrial Relations (DIR) registration, and a $500 per day liquidated damages provision for work completion delays. The project is exempt from mandatory Disabled Veteran Business Enterprise (DVBE) participation requirements but encourages voluntary DVBE participation reporting; however, the State actively encourages Small Business (SB) and Micro-Business (MB) participation to meet its 25 percent SB participation goal. Contractors must provide Commercial General Liability insurance of $1,000,000 per occurrence, Auto Liability insurance of $1,000,000 per claim, Workers' Compensation coverage, and payment bonds totaling 100 percent of the contract amount. No incumbent vendors or current contractors are identified in the procurement documents. The State's estimate for this agreement is $35,500.00, representing the anticipated contract value. Payment will be made monthly in arrears upon completion of each phase and only after CDCR approval of the contractor's invoice. Bidders are permitted to offer a discount of at least one percent of the invoice amount with a minimum of $50.00 to expedite payment within thirty days, and in cases of bid ties, the award will be determined by the highest discount or, if discounts are equal, by public coin toss.
