About this file
This is a specification document for resilient flooring installation prepared by the California Department of Corrections and Rehabilitation (CDCR) for the San Quentin Rehabilitation Center East Block Yard Improvement project (Bid Number C5613187-D). The project requires installation of approximately 2,300 square feet of seamless vinyl flooring with related accessories including resilient base, reducer strips, and cove base. The specification details acceptable manufacturers and products, including unbacked sheet vinyl flooring from AHF Products (Armstrong Medintone, Armstrong Natralis, and Armstrong MedinPure PVC-Free) and rubber/TPR base options from manufacturers such as Armstrong, Mannington Commercial, Roppe Rubber Corp., and Johnsonite. Installation materials must include water-resistant adhesives with VOC content not exceeding 50 g/L, welding rods for seamless seam installation, and crack fillers from approved manufacturers. The flooring must meet fire safety standards with a Critical Radiant Flux Classification Class I rating of not less than 0.45 W/sq. cm. as determined by ASTM E648 or NFPA 253 testing.
The contractor must employ certified installers qualified by the flooring manufacturer and shall provide shop drawings, product samples, manufacturer's installation instructions, and maintenance guidance as part of the submittal requirements. Project conditions require maintaining temperatures between 70 and 90 degrees Fahrenheit for 48 hours before, during, and after installation, with closure of spaces to traffic for a minimum of 48 hours following completion. The specification requires concrete substrate testing for vapor emissions using anhydrous calcium chloride, verification of negative alkalinity, and preparation including cleaning, crack filling, and priming. Seamless installation methods include heat-welded seams compliant with ASTM F1516 or chemically bonded seams, with all work to be completed without open cracks, voids, or surface imperfections. The contractor must provide extra stock materials equivalent to one percent of total installed area for each type, pattern, and color, and shall maintain protective kraft paper covering over completed flooring until project completion. Compensation shall be provided in accordance with service rates specified on Exhibit B-1 (Public Works Rate Sheet), with the contractor responsible for all labor, equipment, materials, supplies, supervision, insurance, bonds, and related expenses.
