About this opportunity
The California Department of Corrections and Rehabilitation is requesting bids on confined space rescue services for multiple CDCR facilities under IFB C5613144-D, Rebid 1, with bids due September 18, 2026 at 11:00 a.m. and public bid opening on September 21. A 25% small business participation requirement applies under Government Code 14838, and a 5% small business preference is available to certified small/micro businesses (maximum preference not to exceed $50,000). A DVBE incentive of 1–5% is available based on participation level, capped at $500,000.
Bidders must hold California licensure, valid California Fire Marshal certification in Confined Space Rescue Technician, current CPR/AED and EMT certifications, and comply with all applicable federal, state, and local safety codes including OSHA guidelines and California Code of Regulations Title 8. Scope encompasses permit-required confined space rescue services—pre-entry, entry, and post-entry operations—at water towers, sewer vaults, communication vaults, electrical vaults, cooling towers, and various manholes across Calipatria State Prison, Centinela State Prison, California Correctional Institution, and California Institution for Men. Bidders may bid on one or more facilities; however, Calipatria State Prison requires a contractor within a 200-mile radius, and California Institution for Men requires a contractor within a 100-mile radius.
Compensation is hourly by classification (Chief Officer, Rescue Lead Technician, Rescue Technician) plus equipment fees per Exhibit B-1. Work within standard business hours (7:00 a.m. to 3:00 p.m., Monday–Friday) is paid at standard rates; overtime at 1.5 times applies for work exceeding eight hours daily with pre-approval. Emergency services with less than three workdays' notice incur an additional four hours of straight-time pay; less than 24 hours' notice require overtime pay for the first nine hours. The contract term runs through March 31, 2029. Letters of inquiry are due September 10. An optional bidders' walk-through is available; bidders who attended the original C5613144-D conference are not required to attend. Detailed confined space location maps are provided in Exhibit A-2.
