About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids through Invitation for Bid C5613137-D for Day Reporting Center (DRC) services to serve adult parolees in Contra Costa County and Fresno County. This procurement seeks qualified contractors to establish and operate comprehensive community reintegration facilities with a daily capacity of 30 co-ed male participants per county. The DRC services must encompass evidence-based programming including substance use disorder treatment, cognitive behavioral therapy interventions, education and literacy support, employment and job readiness training, and recovery and reentry housing placement. Facilities must operate continuously from 8:00 a.m. to 8:00 p.m. Monday through Friday and 9:00 a.m. to 1:00 p.m. on weekends and holidays, with all operational costs, participant transportation, meals, and technology infrastructure (including ARMS data system access) provided by the contractor. Key staffing positions required include a Program Director, Caseworker Supervisor, CBT Facilitators, Caseworkers, Community Navigators, Job Developers, Certified Alcohol and Drug Counselors, and Recovery and Reentry Housing Placement Coordinators, with specified minimum qualifications and participant-to-staff caseload ratios that bidders must meet to avoid disqualification. Bidders must submit separate proposals for each county by the February 19, 2026 deadline at 11:00 a.m., with public bid opening scheduled for February 23, 2026 at 11:00 a.m.; letters of inquiry must be submitted by February 2, 2026. The contract term is July 1, 2026 through June 30, 2029, with two optional one-year renewal periods available at the State's discretion, and bidders must demonstrate three years of administrative experience with similar contracts, maintain financial reserves covering at least one month of operational expenses, and provide proof of required insurance coverage including $1,000,000 minimum workers' compensation, commercial general liability, and automobile liability policies.

Contractors must satisfy a 25 percent small business participation requirement per Government Code 14838, with five percent bid preference available to certified small and micro businesses. A three percent Disabled Veteran Business Enterprise (DVBE) incentive is available with incentive ranges from one to five percent based on DVBE participation levels. All personnel must complete security clearances, tuberculosis testing, and PREA training prior to participant contact, and contractors are responsible for obtaining all required documentation including facility lease agreements, fire clearances, pest control contracts, conditional use permits, and zoning letters within 30 calendar days of agreement execution. A mandatory site inspection will be conducted by CDCR prior to contract execution to verify facility compliance with federal, state, and local regulations. The maximum budget allocation is $3,333,376.00 for Contra Costa County and $3,349,707.00 for Fresno County over the three-year base term, excluding optional renewal periods, with bidders required to submit detailed budget rate sheets covering fiscal years 2026-27 through 2030-31 and comprehensive justification statements explaining salary calculations, subcontractor costs, operating cost derivations, and cost-of-living adjustments across the entire contract term.
