About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for spray-on fireproofing services at two facilities in Corcoran: California State Prison Corcoran (COR) and Substance Abuse Treatment Facility (SATF). The procurement is an Invitation for Bid (IFB) for comprehensive fireproofing services, specifically involving CAFCO BLAZE-SHIELD Spray-on Fire Resistive Material (SFRM) patching and repair. The contract requires contractors to perform work across three distinct phases: work/scope assessment, work plan submission and approval, and application of fireproofing to structural elements including steel roof members, precast concrete steel connections, roof pan decking, and columns. Services must be performed Monday through Friday, 6:00 a.m. to 3:00 p.m., excluding State holidays. Key procurement dates include a Letters of Inquiry deadline of December 10, 2025, bid submission due by December 15, 2025, at 11:00 a.m., a public bid opening on December 17, 2025, at 2:00 p.m., with anticipated service commencement on March 2, 2026, and a contract term extending through December 31, 2028. Bidders must hold specific contractor licenses, including C-2 Insulation and Acoustical, C-33 Painting and Decorating, C-35 Lathing and Plastering, or a B General Building Contractor's license with an appropriate sub-licensed contractor.

The procurement includes several preference and participation opportunities for businesses. While exempt from Disabled Veteran Business Enterprise (DVBE) requirements, the IFB encourages voluntary DVBE participation and offers a 1-5% DVBE incentive program for qualifying bids. A 5% Small Business preference applies to certified small/micro businesses, and non-small businesses can claim a 5% preference when utilizing 25% or more small/micro business subcontractors. Bidders must submit a bid bond equal to 10% of the base bid and provide rate quotes on the Public Works Rate Sheet across three square footage categories. The state's total estimated contract value is $7,500,000, based on projections of 24 site visits, 24 work plan submissions, and square footage ranging from 2,500 to 10,000 square feet across different project scales. Liquidated damages are set at $500 per day for failing to complete work by the specified completion date. Electronic bid submissions must be sent to CDCR-CMB-Non-IT-Service-Bids@cdcr.ca.gov in PDF format, clearly marked with the bid number and company name.
