About this file

This is a Public Works Rate Sheet (Exhibit B-1) for the California Department of Corrections and Rehabilitation (CDCR) spray-on fireproofing services contract at California State Prison - Corcoran and the Substance Abuse Treatment Facility (SATF). The contractor shall provide spray-on fireproofing services on an as-needed basis at two facility locations: the Correctional Construction Mentorship Program (CCM) at 4001 King Avenue, Corcoran, CA 93212 and SATF at 900 Quebec Avenue, Corcoran, CA 93212. The contract is structured in three phases: Phase 1 includes work scope assessments at a cost per visit for an estimated 24 visits; Phase 2 covers work plan submission and approval at a cost per work plan for an estimated 24 submissions; and Phase 3 involves application of spray-on fireproofing at cost per square foot across three area categories (1-49 square feet, 50-499 square feet, and 500-1,000 square feet and over), with estimated quantities of 2,500, 5,000, and 10,000 square feet respectively. The State's estimate for the agreement is $7,500,000.00, and contractors must complete all highlighted cells in the Excel version of the rate sheet with pricing for each item.

Bidders must submit pricing in U.S. currency and are required to bid each item; failure to indicate a dollar amount will result in bid rejection, and zero-dollar amounts will be interpreted as no-cost services. The contractor shall include all labor, inspection, permits, licenses, insurance, bonds, transportation, travel, and per diem expenses. California companies that meet specific licensing and residency requirements are eligible for reciprocal preference under Public Contract Code Section 6107. Subcontractors performing work exceeding one-half of one percent of the total bid must be disclosed, including certified Disabled Veteran Business Enterprise (DVBE) subcontractors used to fulfill participation goals. Contractors may offer a discount of at least one percent of invoice amounts (minimum $50.00) for payment within thirty days of receipt; in case of a tie, the bid with the highest discount shall prevail, or determination shall be made by public coin toss if discounts also tie.
