About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) has issued Invitation for Bid C5613085-D for a Master Agreement to provide Emergency Generator Maintenance, Inspection, and Repair Services across up to 45 state correctional institutions and facilities. Services encompass annual maintenance inspections, quarterly maintenance inspections, one-time service tasks including filter replacements and coolant system drains, annual load bank testing with fluid analysis, normal business hour repairs, outside normal business hour repairs at 1.5x hourly rates, and 24-hour emergency repair services with one-hour response time and four-hour on-site arrival requirements. The contractor must hold a California Contractors State License Board C-10 Electrical Contractor license and employ certified electricians to perform maintenance and repair on emergency generators ranging from 10 KW to 2500 KW in capacity, as well as associated equipment such as fire pumps, load banks, and sewage pumps. Bidders may submit bids for one or more locations but must provide complete rates for all service line items within each selected location; failure to provide dollar amounts for any item may result in bid rejection for that location. Pricing must be submitted in U.S. currency with all costs inclusive of labor, materials, supplies, transportation, permits, licenses, taxes, and fees. Optional bidders' walk-through dates are scheduled between March 9 and March 20, 2026, with letters of inquiry due by March 25, 2026, and electronic bids due by April 1, 2026, at 11:00 AM, followed by public bid opening on April 2, 2026, at 2:00 PM. The anticipated service commencement date is July 1, 2026, with a contract term ending April 30, 2029.

The procurement includes mandatory Disabled Veteran Business Enterprise (DVBE) participation of no less than 3 percent for bids exceeding $15,000, with DVBE incentives applied during evaluation, and offers Small Business and Micro Business preferences of up to 5 percent for certified entities. Non-small businesses claiming 25 percent or greater Small Business/Micro Business subcontractor participation may also receive a 5 percent preference. The contractor must furnish commercial general liability insurance of minimum $1,000,000 per occurrence, automobile liability insurance of $1,000,000 per claim, and workers' compensation coverage. All required certifications, including DVBE declarations, Small Business certifications, and Contractor Certification Clauses, must accompany bid submissions, with failure to provide required documentation resulting in bid rejection. Estimated parts and generator replacement costs range from $20,000 to $750,000 depending on facility size, with estimated repair service hours varying significantly by facility from 20 hours annually at the smallest locations to 1,236 hours at California Medical Facility. No guarantee exists that any services will actually be requested under this agreement, as quantities listed represent state estimates only and the state reserves the right to increase or omit portions of work as deemed necessary. Funding is provided through individual Purchase Orders issued to each participating location, with parts and equipment rental costs reimbursable at cost with pre-approval from the CDCR Contract Liaison.
