About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a qualified contractor to provide vinyl flooring removal, disposal, installation, and repair services at Pelican Bay State Prison in Crescent City, Del Norte County. The Invitation for Bid (IFB) Number C5613080-D requires a contractor to furnish all labor, materials, transportation, and equipment necessary to perform comprehensive flooring services on an as-needed basis. Bidders must possess a valid California Contractors State License Board "C-15" Flooring and Floor Covering Contractors Specialty License or a "B" General Building Contractors License with a qualified subcontractor. The services will be performed during normal business hours (8:00 a.m. to 4:00 p.m., Monday through Friday) or at mutually agreed times, with the potential for non-business hour access. Bids are due on September 19, 2025, by 11:00 AM, with a public bid opening scheduled for September 23, 2025, at 2:00 PM. The contract term will run from the approval date through June 30, 2028, and will involve tasks such as installing vinyl Corlon with welded seams, demolition and disposal of existing flooring, and daily repair services.
The procurement includes significant small business and diversity provisions, with a mandatory 25% Small Business (SB) participation requirement and encouragement of participation from disadvantaged businesses and disabled veteran businesses (DVBE). Contractors can receive bid computation adjustments ranging from 1% to 5% based on DVBE participation levels. Insurance requirements are stringent, including commercial general liability insurance of at least $1,000,000 per occurrence, valid automobile coverage, and workers' compensation insurance. The total agreement amount includes a $30,000 materials budget for the contract term, with pricing to cover all travel, fees, and taxes. In the event of a tied bid, the lowest responsible bid with the highest discount will prevail, with a public coin toss as a final tiebreaker if discounts are also equal. Bidders must disclose subcontractors performing work exceeding 0.5% of the total bid and can offer a discount of at least 1% (minimum $50) for invoices paid within 30 days. The estimated total project value is $45,000.00, with electronic bid submissions allowed.
