About this opportunity
The California Department of Corrections and Rehabilitation is requesting bids for water and wastewater sampling and analysis services at Pelican Bay State Prison under IFB C5613071-D, Rebid 4, with bids due June 16, 2026 at 11:00 a.m. and public bid opening on June 17 at 2:00 p.m. via conference call. The contractor must be a certified laboratory accredited by the State Water Resources Control Board, Division of Drinking Water (DDW), Environmental Laboratory Accreditation Program (ELAP), and hold CDC ELITE certification for legionella analysis.
CDCR is committed to achieving a 25 percent Small Business participation requirement under Government Code 14838. DVBE incentive discounts ranging from 1 to 5 percent may be applied during evaluation for responsive bids proposing DVBE participation.
The scope encompasses field sampling and collection, courier service and sample transport, transport materials, 24/7 emergency response services, and analytical testing using specified EPA and Standard Methods for wastewater (weekly, quarterly, and annually), groundwater wells, sludge, hay crops, and soil. The contractor must develop annual sampling schedules, provide written analytical results within 48 hours of test completion, and supply all sampling materials and supplies. The rate sheet specifies individual line items across these categories; bidders must complete all highlighted cells and provide rates for every line item, with blank cells subject to bid rejection and zero dollar amounts interpreted as services provided at no cost.
Compensation is monthly in arrears at rates specified on Exhibit B-1, including all labor, per diem, travel, materials, supplies, transportation, equipment, permits, licenses, taxes, shipping, and training. Each location's basis of award includes a 25 percent line item for as-needed, unforeseeable services. Bidders may offer an early payment discount of at least one percent with a minimum of $50.00 if invoices are paid within thirty days.
The contractor must maintain a California business license or equivalent and be located within 560 miles of Pelican Bay State Prison. The contract term runs through May 31, 2027, with potential renewal options. Letters of inquiry are due June 9, 2026.
