About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) Number C5613043-D for Grease Trap and Septic Tank Pumping Services, specifically targeting Calipatria State Prison in Imperial County. This Master Agreement seeks a contractor to perform comprehensive waste management services, including removing waste, cleaning tanks, and disposing of contents at an industrial/solid waste facility. The scope covers approximately 15 tanks with an estimated 21,780 total gallons and 120 projected services across multiple prison locations. Bidders must provide detailed maintenance and repair service rates, with pricing structures that include per-gallon rates, hourly rates for normal and emergency services, and additional line items like used cooking oil container rental. The contract term will run from the date of approval through February 28, 2027, with an optional walk-through scheduled for October 1, 2025, and bid submissions due by October 8, 2025, at 11:00 AM. Comprehensive documentation is required, including licensing, insurance certificates, and various state-mandated certifications related to civil rights, contracting, and business standing.
The procurement emphasizes opportunities for small businesses and disabled veteran-owned enterprises, with CDCR aiming to meet a 25% Small Business participation requirement and offering potential bid incentives ranging from 1-5% for Disabled Veteran Business Enterprise (DVBE) participation. Bidders must submit rates for all line items within a location, with blank or zero-dollar cells potentially resulting in bid rejection. The solicitation includes a 25% allocation for unforeseeable services and allows for invoice discounts of a minimum of 1% for payments within 30 days. In the event of tied bids, selection will be determined by the lowest responsible bid with the highest discount, or if still tied, by a public coin toss. While specific budget ranges are not explicitly detailed, the comprehensive rate sheet and service estimates suggest a potentially significant contract value for the selected vendor, with opportunities for small and diverse businesses to participate in the state corrections infrastructure maintenance program.
