About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is requesting bids on a Master Agreement for temporary-relief pest control and small animal abatement services statewide under IFB C5612975-D, Rebid 2, with bids due electronically July 29, 2026 at 11:00 a.m. A 5% Small Business/Micro Business preference applies with a maximum adjustment of $50,000, and a 3% Disabled Veteran Business Enterprise participation goal with incentives ranging from 1 to 5%.
The scope covers fogging, general pest control, small animal abatement (including rodent and cockroach elimination), bat and bird removal, bee removal, termite inspection and treatment, and 24-hour emergency response at multiple CDCR institutions and facilities. Services are billed in two-hour increments with a two-hour minimum per visit. The contractor must hold valid California Structural Pest Control Operator (Branch 2) and Termite Operator (Branch 3) licenses. All compensation—labor, transportation including travel and per diem, materials, supplies, tools, equipment, permits, licenses, taxes, and fees—is priced in the Rate Sheet (Exhibit B-1) at hourly rates established by the contractor. The Rate Sheet currently covers two participating locations (California Rehabilitation Center and Pelican Bay State Prison) with estimated service quantities; each location's basis of award includes a 25% line item for additional as-needed, unforeseeable services. The State reserves the right to increase or decrease participating locations throughout the contract term at no cost to the State and makes no guarantee that any services will be requested.
Contract term runs from anticipated commencement through December 31, 2028. Bidders may offer a minimum 1% discount on invoices paid within 30 days, with a $50 minimum dollar amount. Optional bidders' walkthroughs are available at various CDCR locations with ten business days' notice of intent required. Questions (referred to as "Letters of Inquiry") are due July 23, 2026. Public bid opening is scheduled July 30, 2026 at 2:00 p.m.
