About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for a Master Agreement (C5612975-D, Rebid 1) to provide temporary relief pest control and small animal abatement services at two state facilities: California Rehabilitation Center (CRC) and Pelican Bay State Prison (PBSP). The scope of services includes fogging, general pest control, small animal abatement, bat removal, bird trapping, bee removal, termite inspection and treatment, chemical extermination, bait extermination, and 24-hour emergency response capabilities. Bidders may submit proposals for one or both locations and are not required to bid on all service categories; however, all line items within a selected location must include pricing or face rejection. Compensation is based on two-hour minimum service periods, with services beyond the initial two hours compensated at specified rates and prorated to 15-minute increments. All pricing must be submitted in U.S. currency and include all labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, fees, and shipping charges. The bid due date is April 1, 2026, with the request for quote posted on February 24, 2026.

The procurement permits state small business and disabled veteran business enterprise certifications, and bidders are allowed to offer early payment discounts of at least one percent or $50.00 for invoices paid within 30 days of receipt. Award will be made to the lowest responsible bidder, with tie-breaking procedures established as follows: if bid amounts are equal, the bidder offering the highest discount prevails; if discounts also tie, the award will be determined by public coin toss. The CDCR has reserved the right to increase or omit portions of work and does not guarantee that any services will be requested under this agreement. Each location's total compensation basis includes a 25% line item for as-needed, unforeseeable services payable at applicable service rates. Service volume estimates vary significantly between locations, with PBSP requiring substantially higher volumes across most categories compared to CRC, indicating differing operational needs and potential contract values based on actual service utilization.
