About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a Master Agreement for Emergency Generator Maintenance, Inspection, and Repair Services across 12 state correctional facilities. The Invitation for Bid (IFB) solicits comprehensive services including annual and quarterly maintenance, load bank testing, and repair for emergency generators ranging from 9 KW to 2500 KW. Qualified bidders must possess a valid C-10 Electrical Contractor license and have at least two service technicians who are Certified Electricians. The contract term runs from execution through June 30, 2026, with bidders required to provide rates for all service items within each location. Key evaluation criteria include pricing, service capabilities, and technical competence, with the bid submission deadline set for July 11, 2025, at 11:00 AM, followed by a public bid opening on July 14, 2025, at 2:00 PM. Bidders are not required to bid on all locations but must submit comprehensive pricing for each facility, with pricing structured across normal business hours, outside normal business hours, and emergency call rates.
The solicitation includes specific set-aside and participation requirements for disadvantaged businesses, mandating a 3% Disabled Veteran Business Enterprise (DVBE) participation for bids exceeding $15,000 and encouraging small business participation with a state goal of 25%. The contract is structured with a 25% allocation for additional as-needed services at each location, with estimated parts, generator rental, and replacement budgets ranging from $100,000 to $500,000 per facility. Pricing must be submitted in U.S. currency and include all associated expenses such as labor, transportation, materials, permits, and incidental costs. While no incumbent vendors are explicitly mentioned, the contract allows for individual purchase orders to be issued for participating locations. The total contract value is not definitively stated, but the comprehensive service requirements across multiple facilities suggest a significant potential contract value. Small businesses and micro-businesses are specifically encouraged to participate in this procurement opportunity.
