Certified Small/Micro Businesses receive a 5% preference up to $50,000; Disabled Veteran Business Enterprises receive a 1 to 5% incentive; and non-small businesses with 25% or greater Small/Micro Business subcontractor participation receive a 5% preference up to $50,000.
The contractor must possess a valid California C-16 Fire Protection Contractor specialty license or B General Building Contractor license with an appropriately licensed subcontractor, maintain at least one factory-trained service technician, provide proof of technician qualifications through training certificates or three reference letters from prior work, and maintain a facility location within 250 miles of Deuel Vocational Institution (DVI) in Tracy, California.
Scope includes comprehensive maintenance, inspection, repair, testing, and certification for sprinkler systems, standpipe systems, kitchen hood fire protection systems, clean agent and chemical systems, fire alarm panels, fire pumps, and fire hydrants. Services encompass semi-annual and annual preventative maintenance, quarterly inspections, five-year testing and certification, hydrostatic testing, and 24-hour emergency repair support with four-hour completion requirement. Work is performed during standard business hours (8:00 a.m. to 4:00 p.m., Monday through Friday).
The contractor shall submit hourly rates for nine service categories on Exhibit B-1 Rate Sheet, with all rates subject to California Department of Industrial Relations prevailing wage determinations. The state estimates 952 hours of base service and a $25,000 parts allowance for DVI; a 25% contingency applies to the basis of award for additional as-needed services. Emergency and overtime services are compensated at 150% of the hourly rate.
Evaluation follows lowest-responsive-bidder methodology. The contract term extends through August 31, 2027, with potential for amendment and expansion to additional CDCR participating locations throughout the term.
