About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a master agreement for Fire Suppression System Services through Invitation for Bid (IFB) Number C5612706-D, Rebid 2, covering three youth correctional facilities: Deuel Vocational Institution (DVI), Heman G. Stark Youth Correctional Facility (HGS), and Ventura Youth Correctional Facility (VYCF). The procurement requires a qualified contractor to provide comprehensive fire suppression system maintenance, including semi-annual and annual maintenance, quarterly and five-year testing, emergency repairs, and hydrostatic testing for various fire protection systems. Contractors must be licensed in California and possess specific fire protection contractor credentials, with service technicians required to demonstrate specific qualifications. The contract will run from the date of approval through August 31, 2027, with bidders able to submit proposals for one or multiple locations. Key submission dates include an optional walk-through on September 9, 2025, and bid submissions originally due September 16, 2025, but now extended to October 1, 2025, at 11:00 a.m., with bid opening on October 2, 2025, at 2:00 p.m. Evaluation will be based on the lowest responsible bidder, with each location having a basis of award that includes a 25% allocation for additional unforeseeable services.

The solicitation includes a 3% Disabled Veteran Business Enterprise (DVBE) participation requirement and offers a DVBE bid incentive that can reduce the bid price by up to 5%. Contractors must provide comprehensive insurance coverage, including commercial general liability and automobile liability of at least $1,000,000 per occurrence. The rate sheet includes a total parts budget of $25,000 per facility, with an additional 25% allocated for as-needed services, and emergency and overtime services will be compensated at 150% of the standard hourly rate. Bidders are required to provide rates for all items within each location, with blank or zero-dollar cells potentially resulting in bid rejection. In the event of a tied bid, the lowest responsible bid with the highest discount will be selected, with a public coin toss as a final tiebreaker if discounts are also equal. The procurement allows for potential invoice discounts of at least 1% for payments made within 30 days, and bidders can submit proposals for one or more of the specified correctional facilities.
